The brackets actually do not put any active force / torque. 

Those just house the arch wire. 

The Orthodontist puts bends in the arch wire in specific desired directions and then reattaches the wire to the brackets. 

These arch wires come with memory and depending on the bend placed wither pushes or pulls the teeth
